East Troy Dam Removal & Stream Restoration

The Village of East Troy owned an aging, DNR-mandated dam on Honey Creek that required repair or removal following flood damage. Lynch provided full design, permitting, bidding, construction oversight, and grant administration for dam removal paired with a large-scale stream and bank restoration project. Ecological features including pools and riffles, a northern pike breeding area, and an off-mainline pond resulted in a healthy, free-flowing stream with a growing fish population and open recreation areas.

Wingspread Pool 3D Laser Scanning - Racine

At Wingspread - the historic Frank Lloyd Wright–designed estate in Racine - the original pool is shaped like the hull of a ship, wider at the bottom than the top. That undercut geometry defeats conventional top-down survey and 2D design, so Lynch laser-scanned the structure into a point-cloud model and cut cross-sections from the virtual environment - turning concept drawings into constructable rebuild plans true to the original design.

USH 12 Bridge Rehabilitation - STH 67 to STH 50

As lead structural subconsultant, Lynch delivered rehabilitation design for seven bridges along USH 12 between STH 67 and STH 50 - structure survey reports, load ratings, final PS&E documentation, and construction staging for the full WisDOT corridor package. Detailed design covered abutments, piers, girders, bearings, and superstructures, and the team turned around an emergency addendum and special provision after a semi-truck impact damaged a girder following letting.

STH 67 Highway Design

STH 67 Design - STH 50 to I-43

Lynch directed preliminary and final design for approximately five miles of STH 67 improvements in Walworth County. Services encompassed surveying, traffic analysis, transportation planning, environmental assessment, hazardous materials investigation, stormwater and hydrology, and full PS&E. Construction features included 3" mill and 5¼" asphalt resurfacing, right-turn lane additions, 5-foot shoulders for bicycle facilities, and guardrail upgrades with energy-absorbing terminals.

Oak Leaf Trail Bridge over Root River

Oak Leaf Trail Bridge - Root River Crossing

Lynch designed abutments for a prefabricated bridge structure extending the Oak Leaf Trail across the Root River for Milwaukee County. Scope included structural design, hydraulic analysis, and permitting, with MSA Professional Services serving as QA/QC subconsultant for structural elements. The completed crossing provides a safe, durable trail connection for cyclists and pedestrians through the Root River corridor.

Center Road Bridge Replacement

Center Road Bridge Replacement

Delivered through a three-party design contract with Manitowoc County and WisDOT, this project replaced a structurally deficient rural bridge over Centerville Creek that had been posted with a 15-ton weight limit. Lynch modeled existing and proposed creek conditions to size the waterway opening and evaluate floodplain impacts, redesigned the roadway approaches for improved sight distance, and prepared complete survey, environmental documentation, and PS&E for WisDOT letting.

IH-43 Moorland to Hale Interchange

Lynch provided construction management and inspection services for pavement maintenance and rehabilitation along I-43 from Moorland Road to the Hale Interchange. Work included concrete base patching, surface layer replacement, curb and gutter construction, removal of existing water conveyance flumes, and ditch restoration on adjacent drainage areas. The project restored pavement integrity and modernized drainage infrastructure on one of southeastern Wisconsin's busiest interstate corridors.

Little Prairie Road Reconstruction

A 3-mile road reconstruction project in the Town of Palmyra, funded through an LRIP S award and requiring cooperation between the Towns of Palmyra and Eagle and both Waukesha and Jefferson Counties. Lynch employed aerial mapping for design, addressed drainage concerns throughout the corridor, and enhanced intersection sight distances for improved safety. The project was successfully bid and constructed on schedule.

Lynch provided design and construction oversight for the replacement of an existing 6-inch watermain with 3,500 linear feet of 12-inch diameter pipe, coordinated with a concurrent WisDOT road reconstruction. The project demanded elevated coordination including two nighttime shutdowns of CTH ES to limit disruption, and a steel casing pipe boring beneath the East Troy Electric Railroad requiring railroad coordination. Multiple on-site contractor crews maintained schedule despite timeline pressure from delayed railroad coordination.

Country Bliss Storm Sewer Relief Pipe

Residents of the Country Bliss Subdivision in Mukwonago had endured 30–40 years of recurring flooding with no lasting solution. Lynch designed and delivered a gravity pipeline storm sewer system spanning over one mile - a 12-inch ADS N-12 closed-system pipe with a 24-inch steel casing section and weir-controlled discharge. Lynch managed solution vetting, design, permitting, bidding, construction administration, and stakeholder coordination, ultimately delivering a 10% savings on overall project cost.

Maple Hills Subdivision Drainage

Serving as Town Engineer, Lynch developed a phased drainage strategy to protect Maple Hills homes and the downstream corridor leading to Geneva Lake. Improvements combined cleaned and replaced culverts, check dams to slow runoff, and new field inlets - practical, budget-conscious steps that restored capacity at drainage crossings, reduced erosion, and delivered lasting relief for the neighborhood.

Wooddale Box Culvert

After investigating spalling within the culvert barrel and erosion at the outlet below S. Lake Shore Drive, Lynch designed a practical repair that extends the crossing's service life. Construction plans added a concrete apron and riprap to stabilize the outlet, dissipate energy, and protect against future erosion - with permitting and coordination handled directly with Town of Linn and WDNR officials.

A two-block rural roadway was transformed into an urban configuration with curb and gutter, sidewalk replacement and extensions, and ADA-compliant curb ramps to enhance pedestrian safety. Utility work included storm sewer inlet replacement, water main replacement and service upgrades, sanitary lateral replacement, and spot sanitary sewer repairs. Lynch managed coordination across multiple utility providers while addressing community concerns, delivering the project on schedule and within budget.

Goold Street - Racine

STP-Urban funding enabled the City of Racine to reconstruct Goold Street from Douglas Avenue to Main Street, serving residential neighborhoods and small businesses. Construction included storm sewer system replacement, subgrade improvements, concrete pavement, curb and gutter, sidewalk, ADA ramps, and intersection bump-outs for pedestrian safety. Lynch provided construction management under a three-party agreement with the City and WisDOT - including utility inspection, material testing, progress tracking, and payment approval - delivering on time without major cost overruns.

Lynch teamed with RA Smith to provide construction management and inspection services on the Waukesha Bypass - a major road widening and reconstruction project that also included storm sewer replacement. Lynch provided engineering and design services for this 39-lot rural estate subdivision in Rochester, with parcels ranging from roughly 1.5 to 7 acres. The plan preserves the site's wetlands and central pond as the backbone of the stormwater management system, pairing approximately 4,500 linear feet of new roadway with private wells and septic systems. Balanced earthwork distribution kept the design constructable, compliant, and cost-effective.

The survey presented significant complexity: minimal and contradicting right-of-way records, a shared driveway, substantial swamp land, multiple bordering residences with encroachments, and aged documentation due to long-term single-entity ownership. The main building comprises several combined structures, further complicating geometric analysis.

Much of the work was delivered at night to keep the freeway moving while extending the service life of pavement and structures.

Lynch carried the grading, utilities, parking layout, and retaining wall design in continuous coordination with the architect and developer, delivering on time and within budget - with the site's challenging groundwater handled quietly underground.
