Lynch converted Clayton and Bellview Avenues in East Troy from aging rural cross-sections to urban curb-and-gutter streets with new sidewalks and ADA ramps. The full utility stack came with it - water main and services replaced, laterals rehabilitated, sewer re-lined - two neighborhood streets modernized in one coordinated program.
Clayton and Bellview Avenues carried East Troy's neighborhoods on rural cross-sections long past their era. Lynch's reconstruction converted both to urban curb-and-gutter streets with sidewalks and ADA curb ramps - connectivity the neighborhood didn't have before.
