Concrete, Curb to Curb, Without the Overruns

STP-Urban funding enabled the City of Racine to reconstruct Goold Street from Douglas Avenue to Main Street - six-tenths of a mile serving residential neighborhoods and small businesses. With Goold Street fully closed to traffic during reconstruction, constant communication with residents and business owners was part of the job. Lynch provided construction management under a three-party agreement with the City and WisDOT.

Construction replaced the storm sewer system, improved subgrade, and rebuilt the street in concrete with curb and gutter, sidewalk, ADA ramps, and intersection bump-outs for pedestrian safety. Lynch's role ran from utility inspection and material testing to progress tracking and payment approval - delivered on time, without major cost overruns.
